Obtaining a Fiscalisation 1.0 certificate
This guide explains how to obtain a digital certificate for fiscalisation of final consumption (Fiscalisation 1.0) through Fina.
A fiscalisation certificate is required to electronically sign invoices and submit them to the Tax Administration's system.
Prerequisite
If your company has never had any type of Fina digital certificate, first prepare the following documents:
An extract from the relevant register of business entities
No older than 6 months • Prepare 1 copy
A Croatian Bureau of Statistics notice of classification by NKD activity code and registration number
Legal entities only • Prepare 1 copy
A copy of the identity card or passport of the person authorised to represent the business entity
Prepare 1 copy
Note: A copy of the authorised representative's identity card or passport is required when a certificate is first issued, when a new authorised person signs the documents, or when the authorised person has been issued a new identity card.
Pay the certificate issuance fee
Before completing the forms, pay the certificate issuance fee:
Note: In the payment reference, P1 (7544103) is fixed; enter the OIB of the entity subject to fiscalisation in P2.
Download and complete the forms
Download the appropriate forms from Fina's website, depending on how you will submit the documents:
For digital submission through the Online Document Submission Service (OSPD)
- Application for a fiscalisation certificate
- Agreement for certification services for business entities — application certificates (OSPD)
- Proof of payment of the certificate issuance fee (bank confirmation of payment)
- A copy of the identity card (front and back) or passport of the person who will be the certificate custodian
For submission in person at a Fina branch
- Application for a fiscalisation certificate
- Agreement for certification services for business entities — application certificates (2 copies)
- Proof of payment of the certificate issuance fee (bank confirmation of payment)
- A copy of the certificate custodian's identity card or passport
Sign the documents
Digital submission requires documents to be signed with at least an advanced electronic signature based on a qualified certificate.
Signing the agreement and application
To electronically sign the agreement and application, you can use:
web.epotpis.rdd.hrYou can sign using the Certilia mobile app or a Fina USB token.
Submit the completed documents
Note: Always attach the bank confirmation of payment of the certificate issuance fee.
Digital submission
Upload the completed, electronically signed documents to the Online Document Submission Service (OSPD).
Submission in person
Find your nearest Fina branch and submit the documents in person.
Recommendation: We recommend completing the entire procedure online through the OSPD portal.
Download the fiscalisation certificate
Once the documents have been processed, the certificate custodian will receive activation details:
If the custodian has been identified in person
Activation details arrive separately by email and SMS. Combine the details you receive to download the certificate online from the certificate download portal.
If the custodian has not been identified in person
The certificate custodian must collect the activation details in person at a Fina registration office.
Good to know
- • When downloading the certificate, remember the password you create for the p12 file — only you know it
- • The fiscalisation certificate is valid for a limited period and must be renewed in time
